I strongly suggest you contact a carpet company in your area. Most will give you a free estimate. You don't have the tools to do a good job with this anyway.
I don't believe this post is a troll but there are a few problems with your two posts.
Where did you get your tape measure? Probably a typo but there are only 12 inches in a foot, not
13 inches.
As you're using feet and inches, you're probably in the USA. Carpet here is sold by the square yard, not square meters. We can give you both square yards and square meters but we need to work the bugs out of 22 feet
13 inches first.
Carpet is sold in 13' and 15' widths. Buying 23' of carpet 13' wide and cutting it to 4' wide is a complete waste of money.
